NZ CS 1, NZ CS 2 and NZ CS 3

The External Reporting Board issued NZ CS 1, NZ CS 2 and NZ CS 3 on 14 December 2022, for accounting periods beginning on or after 1 January 2023. NZ CS 1 sets the disclosure requirements, NZ CS 2 the adoption provisions and NZ CS 3 the general requirements.

Scope 3 and financed emissions timing

NZ CS 2, as amended in 2025, exempts an entity from disclosing Scope 3 emissions in its first four reporting periods. For entities reporting since periods beginning 1 January 2023, Scope 3 disclosure, including financed emissions, applies from periods beginning on or after 1 January 2027.

Assurance of Scope 3 emissions is not required for periods ending before 31 December 2027.

2026 amendments to NZ CS 1

The Amendments to NZ CS 1 Climate-related Disclosures 2026 apply to accounting periods beginning on or after 1 January 2027, with early adoption permitted. An entity may exclude emissions attributable to derivatives, insurance-associated emissions and facilitated emissions from investment banking activities from its Scope 3 disclosure.

Financed emissions remain within Scope 3. The amendments align with the December 2025 changes to IFRS S2, made in Australia through AASB S2025-1.

Proposed changes to the regime

In October 2025 the Government announced changes to the regime, including raising the listed issuer threshold to NZ$1 billion and removing managers of registered investment schemes. Life and health insurers were later announced as also to be removed. The FMA reports that the amending bill was not passed before Parliament rose ahead of the 7 November 2026 general election, and the FMA has issued no action relief for entities affected.

The proposed changes do not affect registered banks, credit unions or building societies.

Entities reporting in Australia

An exemption notice in force from 31 March 2026 to 30 March 2031 exempts certain overseas climate reporting entities, including those reporting under AASB S2 in Australia, from Part 7A, subject to the conditions in the notice.

Asset-level financed emissions

Asset-level financed emissions for equipment and vehicle finance, machine by machine. The same asset schedule supports valuation and emissions reporting.
